Public Input Summary

Thank you to those who recently provided feedback on the final phase of the I-81 Improvement Strategy, Concepts Development. Overall, more than 1,700 comments were shared. The project team is currently in the process of reviewing the feedback and incorporating it into the final playbook. Needs Assessment & Prioritization | Phase 1

Key Issues Identified

The first phase in developing the I-81 Improvement Strategy was to assess the existing transportation needs which included: highway safety, mobility, land use and access, and highway infrastructure (conditions). Those key issues were used to identify and develop a list of prioritized focus areas. Below is a summary of the key issue identified:

  • Precarious, unsafe and congested merge points
  • Rapid lane changes
  • Limited truck parking areas
  • Short entrance and exit ramps
  • Ineffective detours and incident management
  • Speed differentials caused by speed limit changes, slower trucks passing in the left lane, and merge points with slower moving entering vehicles
  • Road maintenance during peak hours, which causes congestion
  • Poor partnership and planning-concerned decisions on new developments
  • Accessibility of nearby military installations
  • Insufficient investment in transportation infrastructure
  • Absence of resources for commuters such as adequate transit facilities and ride shares
  • Negative long-term impacts from rapid development
  • Poor pavement conditions
  • Stormwater management
  • Recruiting/Retaining Truck Drivers – Hindered by federal regulations; wages not keeping pace with required enforcement resulting in lost income
  • Overweight Commercial Vehicle Permits – Differs by state, resulting in separate compliance requirements

Public feedback regarding the conceptual improvement options was collected during an open public comment period that included two virtual public meetings from December 14 to January 28.
